Der öffentlich-rechtliche Vertrag gehört zu den wichtigen Handlungsformen in der Verwaltung.

Während in der Praxis immer noch der Verwaltungsakt dominiert, sollen im Rahmen dieses Seminars die Vorteile der - oft gescheuten - öffentlich-rechtlichen Verträge herausgestellt werden. Im Grundsatz gilt die Vertrags- und Gestaltungsfreiheit. Öffentlich-rechtliche Verträge bieten die Möglichkeit flexibler, auf den Einzelfall zugeschnittener Lösungen. Es handelt sich um eine moderne Handlungsform, die geeignet ist, die Kluft zwischen Behörde und Bürger/innen zu bereinigen und einander näher zu bringen.
